Davao City – The Regional Conciliation and Mediation Branch (RCMB) XI welcomed a new face among its workforce last September 20, 2021.

Mr. Earl B. Evangelio, 31, took his oath of office as Administrative Officer (AO) III (Records Officer II), in the presence of RCMB XI Regional Branch Director Aerrine Marie R. Reyes and her co-employees.

Evangelio started his professional career with the Davao Integrated Port and Stevedoring Services Corporation (DIPSSCOR) since August 2011 as Operations Assistant in the Container Yard Department.  As his primary responsibility, he administered the record management system of the operations department and acted as the main records coordinator. He ensured that the records of their department were in compliance with International Standards Organization (ISO) 9001:2015 standard. He was also involved in the preparation of daily and weekly operations and statistical reports due to the Bureau of Customs and Philippines Port Authority.

In 2017, Evangelio outstandingly passed the ISO 9001:2015 Quality Management Systems Audit Training conducted by the ACF Consultancy and Training Services. He was even acknowledged as best in Audit Writing during the training. As an Internal Quality Auditor, he ensured compliance of ISO standards throughout the company by evaluating the processes of the different departments. He partook in the root cause analysis of non-conformances and the implementation of corrective and preventive actions to resolve these non-conformances. With his excellent performance, no major and minor non-conformances were found in 2020 on the records management of the operations department. 

Evangelio served at DIPSSCOR for more than 10 years then transferred to the Branch. As AO III, he is responsible in maintaining and enhancing the records management system of the Branch. 

“I am grateful for the opportunity provided by the Board. I hope to use the skills I’ve learned as records coordinator and ISO Internal Quality Auditor to ensure the quality of the filing, receiving and recording system of the Branch.” Evangelio stated.

Evangelio graduated with Honors at Jose Maria College with the degree Bachelor of Science in Information Technology.

The AO III position was previously held by Mr. Donald D. Lictawa, who faithfully served the Board for more than ten years. Gary B. Bonghanoy
