Regional Inter-Agency Coordinating and Monitoring Committee (RICMC) XI officially kicks off in Davao City. RICMC is designed to facilitate labor dispute for the protection and preservation of employment.
The Department of Labor and Employment (DOLE) – Regional Office XI and in joint coordination with the National Conciliation and Mediation Board (NCMB) Regional Branch XI lately reorganize RICMC in Davao Region last 25 June 2014 at El Bajada Hotel, JP Laurel Avenue, Davao City.
The RICMC shall take the lead to explore all remedies and avenues necessary and feasible to peacefully settle a potential or actual strike, picket or lockout or any labor dispute.
RICMC was created under Administrative Order No. 104, series of 2012, issued on 27 February 2012 known as the Operational Guidelines on Inter-Agency Coordination and Monitoring of Labor Disputes (DOLE Implementor’s DO’s & Don’ts) signed by DOLE Secretary Rosalinda Dimapilis-Baldoz.
The committee is composed of two (2) groups: (a) core group headed by DOLE Regional Directos; as such, National Conciliation and Mediation Board (NCMB), National Labor Relations Commission (NLRC), and Philippine National Police (PNP) as members; and (b) non-core group comprises DOLE Quick Preventive Response Team (QPRT) which includes Regional Tripartite Wage and Productivity Board (RTWPB) XI; Philippine Overseas Employment Agency (POEA) Southern Mindanao Office; Overseas Workers Welfare Agency (OWWA) XI; Technical Education and Skills Development Authority (TESDA) XI; Occupational Safety and Health Center (OSHC); Employees Compensation Commission (ECC); DOLE Provincial Offices; Local Government Units; and Public Employment Service Offices.
The NCMB exercises primary jurisdiction in the resolution of strikes, picketing or lockout or any labor dispute through conciliation-mediation.
NCMB Executive Director Reynaldo R. Ubaldo take the lead in the formulation of terms of reference of RICMC XI as well as the capacity building on the functions of its stakeholders.
“If the information on the brewing labor dispute is still raw, you need to verify or validate and review the situation.” Ubaldo said. Further, Ubaldo added that, every region has its own peculiarity and the same shall take the necessary and appropriate action.”
The Regional Conciliation and Mediation Board XI (RCMB XI) headed by OIC-Director Ma. Theresa M. Francisco actively initiates the preparation and invitations of the involved government agencies for the success of the reorganization of RICMC in Region XI.
Alongside from labor protection and employment preservation, RICMC will explore all possible remedies or avenues necessary and feasible to peaceful settlement of potential actual strike, picket or lockout or any labor dispute. (Ada May D. Catan)
